Oregon public records request
When to use this
Use this to get your district's technology contracts, usage data, and plans. Oregon law gives you the right to see these records.
About 15 minutes to personalize
Before you send it
- Check whether the district has a public records form or a named records officer. It's usually on the district website, often under board policy KBA.
- Look up your district in the Oregon student data privacy database first. It may already list the apps in use, so you can narrow your request.
- Pick only the items you need. Narrow requests with date ranges cost less and come back faster.
- Records about individual students are not public records. Don't ask for them here.

Subject: Public records request: classroom technology records
Dear [Public records officer name],
Under the Oregon Public Records Law, ORS 192.311 to 192.478, I request copies of the following records for the period [start date] to [end date]:
Current contracts, purchase orders, or leases for student devices (Chromebooks, iPads, laptops, tablets) used in grades K-5, including quantities, cost, and replacement schedule.
Current license agreements and renewal dates for software used for core instruction in reading, writing, and math in grades K-5.
Signed student data privacy agreements for the software listed in item 2, if not already posted in the Oregon Student Privacy Alliance database.
Any reports showing student time on district devices or instructional platforms, by grade or school, including platform usage summaries and filtering or monitoring dashboard summaries. Aggregate data only; no individual student records.
The district's current technology plan and any board-approved goals for instructional technology.
Any screen-time audit, survey, or evaluation of instructional technology completed since [year].
Any evidence of effectiveness that vendors submitted, or that staff reviewed, before the district purchased the software in item 2.
I prefer electronic copies sent to [email].
This request serves the public interest. The records will help families and the community understand how public funds are spent on classroom technology and how it affects student learning. I request a waiver or reduction of fees under ORS 192.324(5). If fees will exceed $[amount], please send an estimate before doing the work.
If any part of this request is denied, please cite the specific exemption and release any parts that are not exempt.
Thank you for your help. I'm happy to narrow the request if that would speed things up.

Keep the accessibility line. This request never applies to assistive technology, AAC devices, or accommodations under IEP and 504 plans.
What to expect
- The district must acknowledge your request within five business days.
- Within 10 business days after that, it must complete the response or give you a written estimate of when it will be done.
- Districts may charge for staff time. You can ask for a fee waiver, and you can offer to narrow the request.
- Full rules: the Oregon Attorney General's Public Records and Meetings Manual.
