Step 2 of 4

How your district decides

Who sets policy, where to find it, and the moments when a parent’s voice carries the most weight.

01Policy and regulations

School boards set policy. The superintendent writes administrative regulations (ARs) that put policy into practice. Knowing which one you’re asking to change matters.

02Where to find policies and agendas

Start with the school board page on your district website. Many Oregon districts also post agendas, packets and policies on BoardBook (meetings.boardbook.org).

03How a policy usually changes

  1. Policy committee review
  2. First reading at a board meeting
  3. Public comment
  4. Second reading and adoption

04Leverage points most parents miss

The real leverage points are curriculum adoption cycles and technology budget renewals.

  • Curriculum adoption cycles, when new core materials are chosen
  • Device refresh and software license renewals
  • The budget process
  • School board elections

05Open meetings and records

Oregon’s open meetings and public records laws let you attend board meetings and request district documents.
